Factsheets: Disseminating the CCI project

One of the objectives of CCI project is to disseminate CCI findings and results among practitioners and other target groups — primarily law enforcement agencies (LEAs), security policymakers, police training colleges, relevant networking organisations, Civil Society Organisations (CSOs), and relevant media organisations.

To ensure that the project succeeds in reaching these target groups and promotes the results of the project, the European Forum for Urban Security (Efus), with the support of CCI project partners, has developed a series of factsheets on the different themes tackled in the framework of the project:

  • Predictive Policing;
  • Community Policing;
  • Crime Prevention through Urban Design and Planning; and
  • Measuring and Mitigating Feeling of Insecurity.

The factsheets have been developed using the earlier work undertaken as part of the CCI project. LEA partners undertook extensive review of the State-of-the-Art activity within the above mentioned research areas and these were developed in the early stages of the project. They showed the progress and application of these approaches/themes used to prevent and mitigate the impact of petty crime in Europe. Efus analysed the results, bringing together the most important elements of each theme and presented them in a consistent manner, emphasising the aspects most useful to other partners.

Each factsheet provides technical elements for each of the topics, for example: What is predictive policing? What is community policing? Origins of Crime Prevention through Urban Design and Planning (CP-UDP). Why do policymakers want to measure citizens' feelings of insecurity? How have feelings of insecurity been measured? The factsheets also provide experiences of the use of these approaches in Europe through measuring victimisation and insecurity in Catalonia, crime prevention in the urban design and planning process in Greater Manchester, community policing in Lisbon and predictive policing used in Lower Saxony amongst many other examples. Each factsheet also includes the ethical, legal and social analysis impacting each research area and the key messages provided by CCI in the field.

Efus is now developing a series of factsheets that go even deeper into the ethical, legal and societal aspects that impact the implementation of each of the approaches addressed in CCI. Based on the analysis developed by the University of Groningen, Efus is presenting the main insights from this analysis.
The first factsheet in this series is devoted to the ethical, legal and social aspects and is analysing the impact of these areas on predictive policing. Through this factsheet Efus includes the larger discussions about automated decision-making in public administration, the ethical concerns, the aspects that should be addressed when designing predictive policing toolkits, as well as the lessons learned from CCI.
